Q & A: Can taxes be withheld based on hours and income not ...

Question by Carrie B : Can taxes be withheld based on hours and income not ?
My employer withheld taxes based on the hours I worked and not the income I made. As a result, I made $ 7,000 but they only took out $ 11 in Federal taxes. I?ve never heard of this as a method of withholding before. Is this a proper method for a company to withhold taxes from a paycheck?BTW, my employer told me they actually withheld taxes based on hours worked when I asked them why they had withheld so little.
