Missouri Powerball Winner: Possible Winning Ticket Submitted, Officials Say

DEARBORN, Mo. -- The Missouri Lottery is seeking to validate a possible Powerball winner.

Missouri Lottery chief operations officer Gary Gonder said late Thursday afternoon that a ticket had been submitted several hours earlier. Officials are in the process of confirming it's a winner.

Tickets matching all six numbers were sold at a gas station in the small northwestern Missouri town of Dearborn and at a convenience store in suburban Phoenix. The winners will split a record $588 million Powerball jackpot.

Gonder says the lottery will do "various checks" to verify the ticket.

If the winner is confirmed, there will be an announcement Friday near where the ticket was bought.

Gonder couldn't provide any details, including whether the ticket was bought by someone from Missouri.

Facebook Poll Question...

Well, I've been quite remiss with my Facebook link updates, and will be rectifying this challenge in the immediate future, but for now, I did have a question for functionality regarding this topic. ?I am a bit torn as to what format would be the best manner to list the?entirety?of the Steampunk Facebook groups, so I'm hoping a brief poll (no, not the type to hit one on the head with!) regarding placement of the Steampunk Facebook links would be best. ?I"m considering the following options...

1) Expand the sidebar of the Steampunk Tribune to include the body of the Steampunk links (e.g. it will be easily visible to anyone (by simply scrolling down the blog, but it will be... very long).

2) Add it as a page to the top of the blog (keeps the site a tad cleaner, and consolidates the links onto one page, which can still be easily seen, and easily accessed).

(This page has been around for a bit, but gets little traffic, so I figure I would expend a bit more effort at promoting it).

New home sales stagnant, cast shadow on housing

WASHINGTON (Reuters) - New U.S. single-family home sales fell slightly in October and the prior month's pace of sales was revised sharply lower, casting a faint shadow over one of the brighter spots in the U.S. economy.

The Commerce Department said on Wednesday sales dropped 0.3 percent last month to a 368,000-unit annual rate, while September's sales pace was revised to 369,000 from 389,000.

The housing sector has been a point of relative strength this year in an economy beset by flagging business confidence and cooling demand from abroad.

A report last week showed a surprisingly sharp gain in home resales in October, while data this week showed prices for single-family homes have risen continuously since February.

Economists expect home construction to add to economic growth this year for the time since 2005.

Wednesday's data did not change the view that housing is still in recovery mode, although the pace of new home sales in October was below the level of May, suggesting little upward momentum.

"It's just that progress will be slow," said Yelena Shulyatyeva, an economist at BNP Paribas in New York.

U.S. homebuilder stocks fell, even as broad market indexes rose slightly.

While weakness in business spending has been restraining growth, most recent data has suggested housing is gaining momentum. Consumer confidence has also been more bullish.

Wednesday's report showed the median sales price for a new home in October was 5.7 percent higher than a year earlier, but the pace of year-over-year price gains slowed for a second straight month.

Some analysts suggested the decline in sales in October might be partially due to a mammoth storm that slammed into the U.S. East Coast at the end of October. New sales plunged 32.3 percent in the Northeast, which bore the brunt of the storm.

"Some of this could potentially be Hurricane Sandy," said Megan McGrath, an analyst at MKM Partners in Stamford, Connecticut.

However, the Commerce Department said the storm did not affect data collection at all and its impact on the pace of sales was likely "minimal."

Economists polled by Reuters had forecast sales rising to a 390,000-unit rate last month from September's previously reported 389,000-unit rate.

To provide support for the housing market, the Federal Reserve has kept interest rates at rock-bottom levels since 2008. In September, it launched an open-ended program to buy mortgage-backed securities, driving mortgage rates to record lows.

In a separate report, data from the Mortgage Bankers Association showed an index for home purchase loans, a leading indicator of home sales, rose 2.6 percent last week to its highest level of the year.

Sony Xperia Tablet S sales resume

Sony has resumed sales of its Xperia Tablet S one month after pulling it from the market.

The company withdrew the slate in early October after discovering a build defect that allowed moisture to seep in between its screen and casing.

Sony previously confirmed on its Japanese website that the product would gradually return to stores in November, a promise it kept with just days to spare.

AMA: Alabama has the least competitive health insurance market in ...

Alabama is No. 1.

But in this category -- the least competitive commercial health insurance market -- that's not a good thing --at least for patients and doctors, according to a report released today by the American Medical Association.

A study of U.S. markets found that a single insurer -- Blue Cross Blue Shield of Alabama -- accounts for 88 percent of Alabama's commercial health insurance market.

Broken out into markets for specific managed care plans, Alabama rated first among states with the least competitive PPO (preferred provider organization) markets; second among states with the least competitive HMO (health maintenance organization) markets; and fourth among states with the least competitive POS (point of service) markets.

The AMA? study found near monopolies in several geographical areas in Alabama.

In the overall commercial health insurance market, Blue Cross Blue Shield? has a market share of 94 percent in Gadsden.

In the HMO market, Viva Health accounts for 95 percent or more of the markets in Birmingham, Mobile and Montgomery.

In the PPO? market, Blue Cross Blue Shield accounts for 95 percent or more of the markets in Auburn, Birmingham, Decatur, Dothan, Florence, Gadsden, Huntsville, Montgomery and Tuscaloosa.

According to the study, this anti-competitive environment hurts patients and doctors because of higher premiums, watered-down benefits and insurers' growing profitability.

"It appears that consolidation has resulted in the possession and exercise of health insurer monopoly power," according to the study.

Blue Cross Blue Shield spokeswoman Koko Mackin said in an email that Alabama had the second lowest average family premiums in the country among employers, according to the 2011 Medical Expenditure Panel Survey.

"Blue Cross' profit margins for the last 5 years have averaged less than one cent on the dollar, reflecting our goal of delivering value to our customers," said Mackin, vice president of Corporate Communications and Community Relations. "We return over 90 cents in healthcare benefits for every dollar received from our customers, and our 7 percent admin expense ratio is one of the lowest in the country and second among the 38 Blue Cross Blue Shield Plans."

An insurance industry group quickly blasted the AMA study.

America's Health Insurance Plans (AHIP) in a written statement said the "fatally flawed" study has been debunked by economists.

"Families and employers in every state have multiple choices of both insurance plans and types of coverage," according to the statement from spokesman Robert Zirkelbach. " Moreover, research clearly demonstrates that provider consolidation - not concentration of health plan markets - is driving up health care costs for consumers and employers."

According to the AMA study, the top 10 states with the least competitive commercial health insurance markets are: 1. Alabama, 2. Hawaii, 3. Michigan, 4. Delaware 5. Alaska, 6. North Dakota, 7. South Carolina, 8. Rhode Island, 9. Wyoming and 10. Nebraska.

Cameron says media regulation must change

LONDON (Reuters) - Prime Minister David Cameron said on Wednesday that MPs should make Britain's media subject to an independent system of regulation.

Speaking the day before judge Brian Leveson is due to announce his findings on British media ethics after a year-long inquiry, Cameron said the status quo needed to change but gave no indication of whether he would support statutory regulation.

"The status quo, I would argue, does not just need updating - the status quo is unacceptable and needs to change," Cameron told parliament, adding that he hoped all parties would work together to ensure independent media regulation.

The Leveson inquiry was set up by Cameron after the phone-hacking scandal at Rupert Murdoch's News of the World, a News Corp Sunday tabloid the media tycoon later shut down.

"This government set up Leveson because of unacceptable practices in parts of the media and because of a failed regulatory system," Cameron said.

"What matters most ... I believe, is that we end up with an independent regulatory system that can deliver and in which the public will have confidence."

JACKSON, Miss.--(BUSINESS WIRE)--Ole Miss quarterback Bo Wallace, fresh off of leading his Rebels team to its first Egg Bowl victory in four years over in-state arch rival Mississippi State, won the C Spire Conerly Trophy on Tuesday night as the Magnolia state?s top college football player in 2012.

Wallace, who led the Rebels to a 6-6 record this year and its first bowl berth since 2009, passed for 2,843 yards with 19 touchdowns, ran for another 363 yards and eight touchdowns and scored a touchdown on a 25-yard pass reception while logging a cumulative 144.20 quarterback rating this year, one of the best in the SEC and among the top 40 in the nation.

Wallace received the trophy during a special awards program Tuesday night in Jackson at the Mississippi Sports Hall of Fame and Museum from master of ceremonies Rick Cleveland, MSHOF executive director, and Jim Richmond, vice president of Corporate Communications for C Spire Wireless, title sponsor of the award since 1998.

He edged out four other finalists ? Mississippi State defensive back Johnthan Banks, Southern Miss defensive lineman Jamie Collins, Jackson State wide receiver Rico Richardson and Delta State offensive tackle Kendall Hunter. A panel of 50 print, television and radio news media members across the state selected the finalists and the winner from among 10 nominees from each of Mississippi?s football-playing four year colleges.

Wallace, a sophomore from Pulaski, Tennessee, joins four other Ole Miss Rebels as former winners of the coveted award ? quarterbacks Stewart Patridge (1997) and Eli Manning (2001 and 2003), running back Deuce McAllister (1999) and linebacker Patrick Willis (2006).

Wallace started every game for the Ole Miss Rebels this year and his 3,206 total offensive yards make him only the second player in school history to eclipse 3,000 yards in a season behind Eli Manning, who reached that total twice during his Ole Miss career. He praised Rebels head coach Hugh Freeze, the coaching staff and his teammates for helping him lead the school back to respectability in the SEC.

Healthy ageing communications campaign gets ?1m in EU funding

A new campaign to focus on communicating health-related scientific research around ageing has been awarded ?1m by the European Commission. The campaign will use film, social media and smartphone apps, with the aim of raising public awareness around current research into cognitive ageing and dementia.

The campaign, A Sharing Approach to Promoting Science (ASAPS), will be co-ordinated by Dr Sabina Brennan of Trinity College Dublin's (TCD) Institute of Neuroscience in Dublin. A research psychologist, Brennan is the scientific research development manager at NEIL, the Neuro-Enhancement for Independent Lives programme that's run at TCD.

Over the next two years the campaign will use a variety of mediums to communicate news about ageing research.

The consortium will include Irish communications agency Red Dog, media production company 360 Production, digital creative agency Big Motive and AGE Platform Europe. The latter is a European network of 160 organisations for people who are over 50 years of age.

"We want to share important and relevant scientific information about ageing in an interactive way that will encourage individuals to log on, click and share," said Brennan.

"Cognitive ageing is a global challenge that has real relevance for everyone. European citizens deserve to be aware of and benefit from the research that is being conducted on their behalf," she added.

Age-related cognitive decline is associated with increased risk of dementia and higher healthcare costs. In Ireland, the current cost of dementia healthcare services is estimated to be ?1.69bn, while in Europe the cost is estimated to be ?160bn.

The funding for the ASAPS project has been awarded by the European Commission under its Seventh Framework FP7 programme.

Egypt's president Mohamed Morsi, who had granted himself sweeping new powers that would have made all of his rulings immune to judicial review, is facing continued public outcry despite his decision to soften the decree by limiting those rulings to 'sovereign' matters. NBC's Ayman Mohyeldin reports.

Last week?s sweeping power grab by Egypt?s President Mohammed Morsi has thrown the country?s political elite into crisis, and prompted tens of thousands of Egyptians to take to the streets in protest. But much of the fury over his most recent moves probably has more to do with the way he chose to act than what he has actually done.

The conflict roiling the Arab world?s most populous country has been painted by some international observers and many regular Egyptians as a struggle between autocratic Islamists and democratic secularists. Indeed, Morsi and the Muslim Brotherhood party have angered many with how they managed to win power democratically and then tried to consolidate it by decrees.


In a move quickly pounced on by critics, Morsi?s decree last week gave the body charged with writing a draft constitution two more months to finish its work. The decree essentially prevents challenges to the president's rule until the end of the two-month transitional period so that any decision made by Morsi cannot be questioned by the judiciary.

If the so-called constituent assembly, the elected constitutional body that is now dominated by Islamists, would have dissolved, it would have been seen as a victory by many liberal and secular Egyptians.

But Morsi?s decree will allow the assembly to finish its essential work, Henry Smith of the international consultancy Control Risks told NBC News.

"There was a risk that the body writing the constitution would be disbanded by legal judgments but according to his decree, we should see a draft in February," he added. "And if that is decided then we could have a new constitution by mid-2013."

As the struggle of the constituent assembly shows, Morsi and his government have been locked in a struggle with the judiciary.

And however dictatorial Morsi?s recent moves may have been, the judiciary is no paragon of democracy. Indeed, even many of the Brotherhood?s opponents think the judiciary is corrupt and packed with loyalists of deposed dictator Hosni Mubarak.

The lack of accountability for the killing of protesters during the 2011 revolution illustrates why many Egyptians do not trust the judiciary. None of the former regime officials brought to trial for these deaths has been convicted.

The judiciary also upheld the dissolution of parliament, halting essential efforts, such as reforming fiscal and economic policies meant to liberalize and jump-start the economy.

According to liberal and secular parties, the president ?didn't consult with them before issuing his decree on Thursday -- a claim disputed by Morsi's Freedom and Justice Party ? thus losing the opportunity to be seen as a leader willing to reach across political divides and interested in creating consensus.

And those protesting his power grab have reason to be suspicious. After all, Mubarak promised to be a one-term president at the beginning of what ended up as a 30-year rule.

In the end, Egypt is new to the art of politics and its actors unused to sharing power and debating issues publicly.

As international consultant Smith says: "Putting aside some of the autocratic elements of his recent decree, Morsi?s move could be seen as a positive move."

In the video posted by the Forerunner Christian Church in Fremont, California, Jones describes a search for a spiritual home. He says the type of entertainment he's involved in adversely affects the brain and "there's no playing around when it comes to eternity."

"You cannot be a true God-fearing person and be on a television show like that," he said. "I know I can't. I'm not OK with what I'm learning, what the Bible says, and being on that television show."

CBS and the show's producer Warner Bros. Television had no comment Monday.

"Two and a Half Men" survived a wild publicity ride less than two years ago, when Sheen was fired for his drug use and publicly complained about the network and the show's creator, Chuck Lorre. Sheen later said he wasn't still angry at the sitcom's producers and the network and acknowledged he would have fired himself had he been in their shoes.

The show was moved from Monday to Thursday this season, and its average viewership has dropped from 20 million an episode to 14.5 million, although last year's numbers were somewhat inflated by the intense interest in Kutcher's debut. It is the third most popular comedy on television behind CBS's "The Big Bang Theory" and ABC's "Modern Family."

The actors on "Two and a Half Men" have contracts that run through the end of this season.

NEW YORK (AP) -David Beckham did everything Major League Soccer asked of him to grow football in the United States during his 5 1/2 seasons with the Los Angeles Galaxy, league commissioner Don Garber said on Monday.

Beckham plays his final competitive match for the Galaxy on Saturday in the MLS Cup final against Houston.

When Beckham left Real Madrid in 2007 to sign a $32.5 million, five-year deal with the Galaxy, he said he wanted to win and increase the league's popularity both domestically and abroad. The Galaxy won last year's title and are in the final for the third time in four years.

"I don't think anybody would doubt that he has overdelivered on every one of those measures," Garber said during a telephone conference call, his annual state of the league session as commissioner. "There's arguably not a soccer fan on this planet that doesn't know the LA Galaxy and Major League Soccer, and David played a significant role in helping us make that happen. He was an unbelievable ambassador for the league, for the Galaxy."

The league's regular season attendance average increased from 15,504 in 2006 to 17,872 in 2011 and a record 18,807 this year. After Beckham's arrival, the league announced expansion teams that started play in San Jose (2008), Seattle (2009), Philadelphia (2010), Vancouver and Portland (2011), and Montreal (2012), increasing the total to 19.

Ground was also broken for football-specific stadiums in Houston, Kansas City and Philadelphia, the long-delayed venue in New Jersey was completed, and extensive renovations took place in Montreal, Portland and Vancouver. Television exposure improved, but only slightly.

"We needed David Beckham in 2007 to help drive our credibility, to help grow our popularity and to show the world really that the United States ... was ready to support a division-one league," Garber said. "We don't need anything today to get us to the next level. It's a wide variety of initiatives, from player development, from continued investment in our overall player pool, to better and more focused marketing, to smart expansion to a transformation into a digital world where our games are even more available than they are today."

Thierry Henry, Rafa Marquez, Robbie Keane and Tim Cahill have followed Beckham to MLS. Given a chance to leave, Beckham stayed for 2013 in a deal that guaranteed him another $4 million. The 37-year-old former England captain said last week he was departing "to experience one last challenge."

"I don't believe we're going to be hurting when David leaves," Garber said. "The Michael Jordans and Wayne Gretzkys of the world, the Magic Johnsons, they have a great impact on taking a league to a higher level. And then if managed properly, the league and the clubs and the players that are still in the league are able to take that mantle and take it even higher."

Beckham's deal included the right to buy a future expansion team at a discounted price. Garber said only the New York market was excluded.

Denver-based Anschutz Co. said in September it was starting a process to sell its Anschutz Entertainment Group subsidiary, which owns the Galaxy and several other sports properties.

"There is a possibility for him to work with the league office to find ways to transfer, I guess, that option into an opportunity in LA," Garber said. "Way too premature to talk about that or even speculate about what that would look like, but that opportunity does exist if it meets the approval of the league, who in essence holds that value; David, who holds the option; and the Los Angeles Galaxy, who would have to be part of that discussion."

SFC aims to shield Hong Kong's retail investors | South China ...

The Securities and Futures Commission will issue more proposals next year to prevent the misrepresentation of financial products to retail investors as part of its work with international financial regulators, according to SFC chief executive Ashley Alder.

Alder said finding ways to avoid so-called miss-selling of financial products to retail investors would be one of the major challenges facing global financial regulators next year.

"Hong Kong has already done a lot to prevent miss-selling in the past few years but we have to do more in the following years to work with the international efforts," he said on the sidelines of a regulatory conference yesterday in Hong Kong.

Alder said the commission had been actively working within the International Organisation of Securities Commissions (IOSCO), which is in the process of working out proposals to prevent such sales.

The major focus would be twofold, he said. First, it would look into the creators of the financial products aimed at individual investors. Second, the regulators would look into the distribution channels to determine how to control the behaviour of sales people who might push unsuitable products.

The IOSCO should be able to issue some proposals next year, which Hong Kong would consider, Alder said. The SFC as well as the banking regulator, the Hong Kong Monetary Authority, has over the past two years already introduced a range of measures to prevent such activity, including implementing cooling-off periods and requiring more disclosure.

These came after the so-called Lehman minibond fiasco. More than 20,000 investors complained to either the SFC or the HKMA that they were misled by the banks or brokers' staff to buy risky minibond products issued or guaranteed by US lender Lehman Brothers. When the Wall Street bank collapsed in September 2008, the products became nearly worthless.

After the Lehman fiasco, some fund managers complained the SFC had lengthened the approval process for new funds, with some needing almost eight months to get a green light. That has put Hong Kong behind Singapore, where approval of similar products is much faster.

"The SFC does not care what other jurisdictions are doing," Alder said, adding the SFC focus is more on investor protection.

He also said that the SFC had not been too slow in making any approval. He said fund companies that had all the documentation ready could get swift approval.

But he said the SFC would need more time to review any fund or investment products that had complicated features.

Some fund managers say mainland firms can get quicker approvals than Western ones. But Alder rejected such claims, saying the SFC treats all fund companies equally "no matter whether they are from the mainland or not".

Alder also said a final proposal to tighten regulations on sponsors of stock market listings would be released next month. The SFC consulted the market in May about tighter rules on sponsors, such as adding criminal liability if they failed to check the accuracy of a listing prospectus.

Most people try to avoid ticks. But not Tom Mather.

The University of Rhode Island researcher goes out of his way to find them.

He looks for deer ticks ? poppy seed-sized skin burrowers ? in the woods of southern Rhode Island. These are the teeny-tiny carriers of Lyme disease, an illness that can lead to symptoms ranging from nasty rashes to memory loss.

Mather's not having much trouble finding deer ticks. In fact, he just might be the best deer tick collector in the country. He caught 15,000 of them last year.

His success is a sign of a growing problem. Adult-sized deer ticks are thriving throughout much of the Northeast and parts of the Midwest.

Mather has a trim gray beard and a runner's build. He moves through the undergrowth with precision. He goes from one plant to another, sometimes plucking off ticks five at a time.

"You know. I can hold eight to 10 in my fingers and do it that way," Mather says. "If there is more than that, usually I will sort of touch the branch to my thigh and let the ticks crawl up on my leg, and then I have a couple seconds to pick them before they start walking away."

Mather doesn't have to go into the deep woods to find ticks. A lot of times, he's practically in people's wooded backyards.

"People would be incredulous if they only knew," he says.

But most people can't spot the ticks. They're tiny. Deer ticks tend to be a little smaller than dog ticks, and they're pretty good at blending in with their surroundings, too.

Mather has spent about 30 years studying deer ticks. When he started, he didn't know the organism would become the focus of his academic life ? or something that sends him into tick-infested areas for work.

"This wouldn't be the job that most people would want ? walking through the brush getting pricked and latched onto by ticks at the same time," Mather says, laughing. "I think it's great."

Just down the road from these woods is Mather's lab at the University of Rhode Island campus.

"When we bring the ticks back in from the field, we just keep them in the refrigerator," he says.

Probably half of the adult deer ticks he encountered in the woods carry some sort of pathogen like the bacterium that causes Lyme disease. And most of the ticks he collects this fall will be used for research. The Centers for Disease Control and Prevention reports that more than 24,000 people last year in the U.S. contracted Lyme disease.

"People really need to become tick literate," he says. "When not so many people got sick it seemed like less of an issue. When more people get sick ... you need to know more about the situation."

Mather had Lyme disease ? once. He's fine now, but he knows plenty of people who didn't fare as well. That's one reason why he's gathering ticks to use for the development of effective vaccines to fight tick-borne diseases.

"I feel that research has to be done for a purpose," he says. "And the purpose is to protect people. In this case, protect people from being bitten and getting a disease, or several diseases."

And that's why Mather will venture back into the woods, whistling to himself as he collects thousands more ticks.

Ancient microbes found in buried Antarctic lake

Beneath the icy surface of a buried Antarctic lake, in super-salty water devoid of light and oxygen that is also cold enough to freeze seawater, researchers have now discovered that a diverse community of bacteria has survived for millennia.

The findings shed light on the extreme limits at which life can live not just on Earth, but possibly alien worlds, scientists added.

Researchers analyzed Lake Vida, which lies encapsulated within ice at least 60 feet (18 meters) beneath Antarctica's surface. Past studies revealed the brine in the lake has been isolated from the surface for at least 2,800 years.

"That ice is so thick, nothing from the outside can get down to the water naturally,"researcher Peter Doran, an earth scientist at the University of Illinois at Chicago, said from a research outpost on Antarctica. [Strangest Places Where Life Is Found on Earth]

To examine the brine, the researchers used drills and heated pipes to delve downward. To avoid contaminating this isolated ecosystem, researchers set up a "clean room" on top of the hole, wearing the type of white suits used in electronics and germ labs to keep conditions as sterile and free of contamination as possible.

"Doing all this in the cold of Antarctica is pretty tough," Doran said.

Life finds a way

The brine ranges from yellow to orange in color due to iron-laced compounds within it. The investigators found the temperature of the water was about 8 degrees Fahrenheit (minus 13 degrees Celsius) ? its saltiness, about five to six times greater than average ocean water, keeps it from freezing like freshwater or seawater would. It is also completely depleted of oxygen and mildly acidic.

But despite the tough set of conditions, the researchers found the diverse and thriving community of microbes in the brine.

"What's most surprising is that there's anything living down there ? it's a pretty harsh environment for life to take hold," Doran told OurAmazingPlanet. "There's a mantra that goes, 'wherever on Earth you find water, you find life,' and this is another one of those examples."

The brine had very high levels of carbon-based compounds, the building blocks of life. It also possessed high levels of chemicals that generally react with each other, such as nitrous oxide and molecular hydrogen, suggesting they were being regularly replenished ? a surprising discovery, given how the lake was isolated for millennia from any obvious external sources of energy to help create them.

The overall chemistry of this brine suggests that chemical reactions between the water and the underlying sediment generated the reactive chemicals seen in the brine. The molecular hydrogen seen in the brine might serve as a fuel source to help support its microbial life, researchers added.

Alien implications

Similar habitats may exist on icy alien worlds, researchers said.

"By seeing what the boundaries of life are on Earth, that helps us when we go out and look for examples elsewhere," Doran said. "Years ago, we never would have thought to look for life in the sub-surface of Mars, and now we have examples on Earth that things can live down there."

Future research can explore Lake Vida's depth. "We'd like to collect samples of the bottom sediments down there, which can help us figure out this lake's history," Doran said. "When did it form? Was it always like this?"

Other teams of scientists are also drilling into other buried Antarctic lakes in search of signs of life that has been cut off from the world for millennia.

Doran, Alison Murray and their colleagues detailed their findings online Nov. 26 in the journal Proceedings of the National Academy of Sciences.

Now it?s Europe?s turn to worry about U.S. economy.

American officials have been wringing their hands for the past two years about the heavy burden of government debt piling up in Europe. On Tuesday, Europe?s Organization for Economic Co-operation and Development warned that the U.S. "fiscal cliff" threatens prospects for the eurozone?s economic recovery.

?We?re talking here about the medium and long-term viability of the United States economy,? OECD Secretary General Angel Gurria told CNBC. ?Not only to avoid the fiscal cliff but then get to a moment where (U.S.) debt stops rising and the debt to GDP starts coming down to an area where we call all breathe more comfortably.?

In its latest Economic Outlook, the influential Paris-based think tank said that?with the eurozone?s economy already headed in reverse, the United States faces the same fate if lawmakers fail to agree a deal to avoid a combination of tax hikes and budget cuts that will otherwise take effect next year.

?The US ?fiscal cliff,' if it materializes, could tip an already weak economy into recession, while failure to solve the euro-area crisis could lead to a major financial shock and global downturn,? Gurria told reporters in Paris.

Even if a deal is reached, the OECD joined other forecasters calling for a continued global economic slowdown in 2013. For the U.S., that means expansion of just 2.0 percent, versus the OECD's 2.6 percent forecast in May.

The eurozone economy is expected to shrink by 0.4 percent this year and another 0.1 percent next year, before recovering at a weak 1.3 percent growth rate in 2014, the forecasters said.

Negotiations in Washington continued this week on a broad range of alternatives to the current budget law, which would impose roughly half a billion dollars in government spending cuts and tax increases starting Jan. 1. Uncertainty over the outcome has depressed hiring and investment by businesses, some economists say.

On Monday, White House economists estimated that the budget measure, unless altered or postponed, would carve some $200 billion out of consumer spending, which accounts for about two thirds of the U.S. economy. Together with deep cuts in government spending, the package would wipe out the current weaker recovery and shrink the U.S. economy by about 0.5 percent in 2013, according to the non-partisan Congressional Budget Office.

Congress and the White House have been deadlocked on solutions since the law was enacted after a bitter battle in July 2011 over increasing the government?s legal borrowing authority. Though President Barack?Obama and Republican leaders have made conciliatory comments since the November election, there has been little in the way of concessions needed to reach a compromise.

Most observers believe that the worst of the tax hikes will be avoided ? if only because they would be so politically unpopular. The so-called Alternative Minimum Tax, for example, would ensnare some 28 million households with new taxes next year unless Congress once again agrees to a ?patch.?

But broad compromise on reforming the thicket of deductions, exemptions and other breaks in the tax code, along with restructuring the massive Medicare and Social Security entitlement programs, will be much harder to pull off.

?I think it is a romantic hope that to believe that these politicians can agree to a grand bargain that will fundamentally fix our budget deficit issue,? said Richard Hoey, chief economist at BNY Mellon. ? I think that is totally unrealistic.?

That kind of sweeping fundamental reform has eluded European governments for years.

On Monday, facing the latest precipice in their two-year saga trying to head off a Greek debt default, European leaders hammered out yet another bailout package that calls on the Greek government to pare down its debt in the coming decade.

But while the latest plan appeared to buy more time, the threat of the longer-term crisis remains.

?Athens? cash reserves must be down to vapors,? said Carl Weinberg, chief economist at High Frequency Economics. ?Any interruption in implementation of this scheme could cause an ugly default, with little or no warning.?

The details of the latest ?solution? are murky, and the plan still faces opposition from both individual eurozone governments and potential legal challenges.

Terms of a proposed buyback of Greek debt that would leave some bond holders with losses haven?t been worked out. And the 44 billion euro ($53 billion) bailout payments over the next two months will be made in stages ? with each new payment conditioned on Athens meeting milestones called for by its European benefactors.?

The longer term solution to Europe's debt crisis is even murkier - a possible portent of what U.S. lawmakers face if they can't work out a broad tax and spending compromise soon.?

OC Sheriff Announces That She's Battling Breast Cancer ? CBS Los ...

SANTA ANA (CBSLA.com) ? Orange County Sheriff Sandra Hutchens announced that she has breast cancer and will continue to work, even as she undergoes chemotherapy treatment.

At a news conference Monday, Hutchens said she was diagnosed earlier this month and doctors said her cancer was curable.

?I really believe it was caught early,? Hutchens said. ?Here?s an important message for women ? and for men, men also get breast cancer ? I had a mammogram six months ago and they found nothing, everything was fine. I found this through self-examination. I went to the doctor immediately and I had it diagnosed.?

Hutchens said she has no family history of cancer and does not smoke.

She has already undergone her first round of chemotherapy. The treatment is expected to last six to eight months.

Given that chemotherapy causes hair loss, the sheriff went on to joke that she?ll probably look good in a wig.

Hutchens said she would step back on speaking engagements but would still be able to lead.

?I?m going to be in charge, thanks to iPads, iPhones? I haven?t not been in charge since this, and I don?t plan on it. I will tell you this, I will tell the public this: If, at any time, I felt that I could not carry out my duties I would make other arrangements,? Hutchens said.

Several of her colleagues voiced their support at the news conference.

?She has proven to be a courageous leader for us, a strong leader in our organization, and we?re here to offer 100 percent support for her,? O.C. Assistant Sheriff Lee Trujillo said.

?The first thing that came to my mind is here?s just another opportunity for her to mentor women, not just in this county but all over. She?s a fighter and she?s going to do very well,? Commander Linda Solorza of the O.C. Sheriff?s Department said.

Hutchens was elected Orange County?s first female sheriff in 2008. She leads 3,600 sworn and professional staff members. Her department has jurisdiction over 12 contract cities and unincorporated areas, where nearly three-quarters of a million residents live.

?The reports of my demise have been greatly exaggerated, I?ll tell you that,? said Hutchens, who seemed optimistic Monday, even going on to say that she plans on running for a second term as sheriff in 2014.
